This document is a step-by-step guide for managing authorities and evaluators of European Social Fund (ESF) interventions to help them build capacity on the use of administrative data for counterfactual impact evaluations.
This publication is part of efforts to encourage the Member States to use counterfactual impact evaluation methods to estimate the effectiveness of the ESF operations. The guidance material was written by the Joint Research Center (JRC) as part of the Administrative Agreement between DG EMPL and JRC. The JRC website offers additional guidance materials and video-tutorials on counterfactual impact evaluations methods.
